Is Community Policing Effective? AN ANALYSIS OF COMMUNITY POLICING: IS COMMUNITY POLICING AN EFFECTIVE PRACTICE? ABSTRACT Community Policing is a relatively new policing practice that focuses on reducing the crime rate in an area by creating cooperation and trust between citizens and police. The question that comes into play regarding this is whether or not community policing is an effective practice. To answer this question, a study will be conducted where community policing is implemented in a big city for a span of 2 years. All of the citizens and police officers of all ages and both sex’s will be the research participants. Data will be collected by comparing the crime rates from the beginning of the study to the end of the study, along with comparison between the data every 2 months as well. The results will be analyzed by looking at whether or not there were any changes in the crime rates as well as the amount of cooperation by citizens. If there was a decrease in the crime rate then that will determine that community policing is in fact an effective community policing practice that is worth its extra cost. One of these practices being implemented nationwide is community policing. Community policing spans a broad range of programs from neighborhood newsletters and neighborhood substations to foot patrol and neighborhood watch (Welsburd, Lum, 2013). Community Policing’s main focus is to create stronger alliances between police and the community. The goals of community policing are to help reduce citizen fear of crime, improve police-community relations, facilitate more effective responses to community problems, and lower the overall amount of crimes committed (â€Å"Community Policing,† n.d., para. 1). When evaluating the community policing practices there is always the question of whether or not the practice is effective and should continue to be implemented in police departments. Community Policing is an effective practice that is supported by different studies and statistics that have been conducted and released regarding this police practice. (Telep, Weisburd, 2011) The effectiveness of community policing is measured by examining a collection of strategies that are implemented in the practice. (Owusu-Bempah, 2010) Community Policing practices has had great results in cities such as Chicago where the practice has been implemented in several neighborhoods (Eig, 2002). By determining the effectiveness of community policing it determines whether or not this practice is worth being implemented by police departments throughout America. LITERATURE REVIEW Welsburd and Lum (2013) describe how Charlotte Gill and colleagues conducted a study on the impact of community policing. The study showed how community policing led to significant positive benefits for citizen satisfaction, perceived disorder, and police legitimacy. In the end of the article Bennett and colleagues looked at the effectiveness of neighborhood watch programs, which is related to community policing. They found that a neighborhood watch program does in fact lead to a substantial â€Å"crime reduction.† (Para. 10) These authors focus more on the positive aspects of community policing and do not describe much in the way of negatives regarding this policing practice. Community policing involves strengthening the relationship between police officers and citizens in the community. â€Å"Community Policing† (n.d) describes how Goldstein describes that officers working closely with members in the community have greater independence with making decisions, have positive feelings toward citizens, and have greater job satisfaction. One survey conducted on patrol officers showed 98 percent of officers agreed that â€Å"assisting citizens† is just as essential as â€Å"enforcing law.† (Para. 6) The authors focused on describing officer opinion on community policing and positive affects it has had. Community Service is an essential aspect of community policing that strengthens Citizens Corporation and trust. â€Å"The Bureau of Justice Statistics† (n.d) describes how Offering youth education and coordinating community outreach efforts are effective methods in community policing that have been utilized. The study focused on implementing a greater use of foot and bicycle patrols and frequent meetings with community groups. The LEMAS survey conducted in 2003 revealed 58% of all departments, employing 82% of officers, and utilized full-time community policing officers during 2003. All Together, there were about 54,800 local police officers assigned as community police officers. These authors provide data on how community policing is becoming a more widespread policing practice due to its effectiveness. Community Policing has proved to be effective in communities throughout America such as Chicago. Jonathon Eig (2002) describes the community policing practice in Chicago which focuses on more than just foot patrols. Citizens form a positive relationship with police officers which make them believe they have a role in solving the neighborhoods problems. The study describes how in Chicago when a suspect resisted arrest and began punching the officer, neighborhood gang members rushed to her defense and helped subdue the man. (2002) after the implementation of community policing Chicago communities have experienced falling crime rates and a growing sense of safety in many neighborhoods. Fayetteville Minneapolis implemented a community policing strategy to reduce violent crime plaguing the city. Greg Barnes (2014) describes that violent crime among juveniles has fallen dramatically after using community policing. The study showed from 2006 to 2012 gun crimes involving youth dropped by 57 percent and gun crimes dropped by 67 percent. Youths were 39 percent less likely to be shot and 60 percent less likely to be murdered. Fayetteville Police departments hired more police officers to patrol streets and the department upgraded crime-fighting-technology. The study stated that in 2013 there were about 600 fewer home breaks ins. Fayetteville shows how community policing is effective at reducing crime and violence in the community. Community policing is implemented to help curb the rise in violence throughout communities. Akwasi Owusu-Bempah (2010) describes how officers must be actively engaged in efforts to enhance the community safety themselves while using assistance from citizens. Through knowledge-sharing with members of the community, patrol officers become most knowledgeable about the needs and strengths of their communities. The study showed during the six years after the project began (from 1995 through 2000) the number of homicides in Atlanta decreased by 27 per cent. The author describes the positives of community policing and the data that supports this. STATEMENT OF THE PROBLEM Authors have stated that Community Policing is a relatively new practice in law enforcement that involves a variety of programs which can vary depending on the police department. ( Telep, Weisburd, 2011; â€Å"Community Policing,† n.d., para. 1; Welsburd, Lum, 2013; Owusu-Bempah, 2010) However there is a limited amount of data that determine if community policing practice is worth for departments to utilize. This means it is unclear whether community policing is an effective practice in regards to reducing crime. METHODOLOGY AND ANALYSIS The methodology is broken down into separate main focuses, the research participants, research design, and the procedure. The research that will be conducted is study of how a community policing program is an effective policing practice. The study will involve implementing a community policing program in a high crime city and seeing what effect it has over a 2 year span. The study’s participants will be split up into two separate groups. The first group will be composed of any citizen living in the city that has implemented a community policing policy. The city for this study is in New Haven Connecticut, which means everyone living in the city limits of New Haven will be the research participants. Their demographic will involve citizens of all ages and both male and females. The second group is composed of all the New Haven police officers assigned to areas throughout New Haven where they will utilize a community policing strategy. Their demographic will involve police officers of all ages and both male and female officers. My design/procedure involves experimentation which will show if community policing is an effective practice. The experiment will involve implementing a community policing practice in New Haven for 2 years. The city will need to hire more officers to actively patrol one specific neighborhood their entire shift. To determine if the practice was successful it will be measured by, whether or not the crime rate decreased with a community policing practice in place. The initial crime rate will be determined by the numbers of various major crimes committed the year before community policing was implemented such as murders, homicides, robbery’s, larceny’s, assaults, and grand theft auto. Next the study will involve increasing the number of cops on patrol and their interaction with citizens in the specific areas they are assigned too. Things that will be measured are whether or not corporation between police and citizens of the city has gone up. Another aspect measured is the ri se in annual police department costs since the community policing practice was put into place. Lastly to measure the practices success during the 2 year span you compare the number of crimes committed every 2 months throughout the duration of the study. Then once the two years is finally done compare the number of crimes that occurred before the start of the study to the number of crimes that occurred at the end of the study to see if the policing practice was in fact effective. For community policing to be deemed effective the data compared will show a drop in the crime rate. Lastly effectiveness will also be based on the cost of the practice compared to the results of the implementation of community policing. DISCUSSION Law enforcement agencies throughout the country are always looking for a solution to lower the rise in number of crimes committed. In the past law enforcement typically involved a disconnect between citizen’s and police officers. However with new policing practices like community policing the disconnect is able to be reduced by police advocating cooperation between citizens and police. Citizens are given the opportunity to be directly involved with keeping their own neighborhood safe by working with police by providing information such as witness statements and possible leads. This also leads to police getting to know people in the community on a personal level and for citizens to view a cop as more than just a person with a badge and a gun. What this means is that community policing provides reasons for citizens to speak with police which will help deter criminals from committing crimes due to knowing that witnesses will cooperate. The importance of the study conducted is that it allows for other police departments to determine whether community policing might work well in their city. There is also a chance for departments already implementing the practice to determine whether they should continue or discontinue community policing. Implementing community policing comes at a rather high cost due to an increase in officers on patrol at once. By the study only being two years long it allows for a city to see first-hand results of the policing practice which will help determine if the effect on the crime rate outweighs the extra costs. Similar studies to this one have shown results that provide support for community policing being an effective policing practice. Chicago is a city that has already implemented community policing in their neighborhoods. One major is that the Chicago study involves community policing in specific neighborhoods with the most crime and poverty which is different from how the New Haven study involves the entire city. In the Chicago study neighborhoods saw a decrease in crimes especially those involved with drugs and gang violence. There was also increased police and citizen cooperation which led to citizens sharing a lot more valuable information to the police, due to how the police showed citizens they were in the community to help them keep the neighborhoods they live in safer. The Chicago study is able to provide support of how community policing will be able to help with reducing the similar issues of gang violence and drug related violence in New Haven which has in recent years seen a major rise in these issues. Even though the study in New Haven shows effective results there are limitations and problems that could possibly occur. A limitation is that realistically not all officers will be able to get citizens in their patrol area to cooperate with them. If this is the case the question that arises is whether it’s worth the extra costs to continue with community policing in the neighborhood for the full duration of the study. Also with a study over a 2 year span a lot can change, if an officer assigned to a neighborhood has to leave midway through the study, could lead to citizens no longer cooperating with the newly assigned officer in the same way they did with the prior officer. In order for the experiment to have validity it would require that every neighborhood has the same officer patrolling it the entire 2 yearlong study which is unrealistic in a large city like New Haven. The last possible problem is that community policing involves a variety of programs which means programs t hat led to successful a community policing outcome in one city might not have the same results in another city. CONCLUSION Community policing is one of the most recent law enforcement innovations with recent research suggesting that close to 100 percent of larger police agencies have implemented this practice. (Welsburd, Lum, 2013) The problem regarding community policing is determining whether or not it can be called an effective policing practice. The overall goals associated with this practice are fear reduction, increased citizen satisfaction with police, and the development of techniques which address the issues in the community. Community Policing’s overall concern is to create stronger alliances between police and the community which are a major factor in seeing crime rates in an area decrease. (â€Å"Community Policing,† n.d., para. 1). (Quire, 1993) While community policing has its benefits there are also some issues with it such as the rise in police spending and an increased need for more officers on patrol at the same time. Design A 1 Bit Serial Adder Computer Science Essay The main aim of this project is to design a 1-bit serial adder, simulate its functionality and obtain a layout on silicon, using the 0.35 µ process from AMS. The circuit designed shows a working serial adder clocking at (100MHz of nsecs) with a delay of 0.56910nsec. The area of the layout is 99.3016.35  µm2 in this technology. The circuit performs an 8-bit addition in 0.569108 nsesc. The circuit uses a standard 1-bit full adder and it has a feedback loop using a D-flip-flop in order to transmit the carry bit to the next input value. The final layout product has 3-input pads and 2-output pads, with power and ground pads. The process known as serial addition of binary numbers is well known in the computing and units capable of performing such serial binary addition ordinarily comprise a basic portion of more complex computation devices. In the past, such serial adders for binary numbers have employed vacuum tube circuitry for the most part and have accordingly been subject to the disadvantages that they are relatively in large size, fragile in configuration and are subject to operating failures. These factors raise serious questions of disposition of components and problems of maintenance. The present invention serves to obviate the foregoing difficulties and in essence provides a serial adder structure capable of performing full addition of binary numbers. It is accordingly an object of the present invention to provide an improved serial adder for use in computing applications. An object of the present invention resides in the provision of an improved serial adder for binary digital applications employing magnetic amplifiers as components thereof. Another object of the present invention is the provision of the serial adder for binary numbers which adders can be made in relatively smaller sizes. A still further object of the present invention resides in the provision of a computation device comprising, in combination, a plurality of magnetic amplifiers and a plurality of gating devices so interconnected with one another that the mathematical process known as a serial bit addition. The binary adder of the present invention includes provision for selective coupling the input train pulses to be added as well as carry pulses produced by the device itself to the plurality of gates, and the gates are adapted by themselves to selectively pass signal pulses required for the operation or inhibition of the plurality of magnetic amplifiers mentioned above. In digital s ystems, digital signal processing and control systems we can control it when we are able to count. Addition is the fundamental operation for all these systems. The fastness and accuracy are highly influenced by the adders we are use for the circuit design. Adders are very important components in the digital components because of their extensive use in digital operations such as multiplication, subtraction and division. The execution of binary operations inside a circuit would be greatly advanced by improving the performance of the digital adders. The main aim of designing the bit serial adder is to Perform one bit at a time, using the first bit operation results to influence the processing of subsequent bits. It reduces the amount of hardware required as it passes all the bits in the same logic. However this approach needs 1/nth part of hardware when compared to the n-bit parallel adders. As we are using 1-bit instead of n-bits its structure reduces the signal routing and performs at high speed as we are using 1bit register for the temporary storage and one full adder rather than an n-bit adder. The reduction in the price of the logic results in taking n clock cycles to execute this serial hardware, whereas parallel hardware executes in one clock cycle. This bit structure deals with the bit stream hence this have been successfully used in many applications like digital systems, digital signal processing, control systems etc. It was extremely popular in 2-5u technology range. The performance of a digital circuit block is gauged by analysing its power dissipation, layout area and its operating speed. The main aim of this project is to design a 1-bit serial adder. Through this project research we get the knowledge of working behaviour and performance of the 1-bit serial adder. Adders are the basic components for the designing of any digital circuit. Adders are very important components in the digital components because of their extensive use in digital operations such as multiplication, subtraction and division. The execution of binary operations inside a circuit would be greatly advanced by improving the performance of the digital adders. The main aim of designing the bit serial adder is to perform one bit at a time, using the first bit operation results to influence the processing of subsequent bits. Here in this case the one bit serial adder is designed by using a flip-flop and full adder. . This circuit has two stages full adder stage for the addition of two bits that are entered serially and second stage is flip-flop stage which temporarily stores the carry until the next stage is processed. The temporary storage of the carry in the flip-flop depends on the clock pulse. Its design principle shows how the two inputs entered serially. These two inputs will be added by the full adder along with the carry which was temporarily stored by the flip-flop and gives us the sum output and carry output. The normal 1-bit serial adder uses the XOR gates from the available core library. But in this XOR gate there is an OR gate which usually reduces the performance of the XOR gate. Hence the circuit has been modified by designing the XOR gate by using the NAND gates. What we would like to do now is find the easy way to use the sub tractor along with the serial adder circuit. By using this sub tractor we can subtract the lower bit value from higher value. This binary sub tractor has been added to one of the input which we are thinking to subtract the value. In our serial adder circuit the sub tractor is attached to the one of the inputs Y which is usually a XOR gate. This results in the subtraction of Y value from higher bit values. BACKGROUND 2.1 Addition: Addition is a process of adding bits. Binary addition means adding binary bits 0s and 1s and sum and carry generated in binary farm in any signal processing. Now lets consider the 4-bit addition example, As shown above A and B bits added giving Sum out by rippling the carry at each stage and C4 as final carry obtained. 2.2 Subtraction: Subtraction is a process of adding a positive bit to the negative bit. Negative of a bit means 2s compliment of it. This is nothing but adding 1 bit to LSB of its 1s compliment. 1s compliment is nothing but reversing the logic of the bits. Now lets consider the 4-bit subtraction example, The above subtraction technique dedicated to the subtracting a smaller binary from a larger binary. If it changes it just followed by few more steps as change sign bit (MSB) to zero, then change it to its 2s compliment as before process. Metal-Oxide-Silicon Field-Effect transistors (Mosfets) NMOS Transistor Here is a diagram of nmos transistor The source and drain are connected to the two blobs of n-type semiconductor material. The gate is on top, separated (and electrically insulated) from the rest of the transistor by a thin layer of silicon dioxide (same material as sand doesnt conduct at all). The source and drain are separated by p-type material. This forms two diodes pointed in opposite directions (when you have n-type next to p-type material, you get a diode), so no current can flow between the source and drain. When a high voltage (higher than the voltage level of the source, which is defined as the lower voltage of the two end terminals) is applied to the gate, it puts a positive charge on the gate. This attracts a negative charge in the region underneath the gate (opposite charges attract), forming a channel of negative charge carriers or an n-channel between the source and drain, which allows current to flow. So the nMOS transistor conducts when the gate is raised to the high voltage level, which we consider to be the logic level for 1 (true). PMOS TRANSISTOR The pMOS transistor is the dual of the nMOS transistor. You can look at the same diagram, but swap every n and p, and every + and -. Now, when the voltage at the gate is lower than the source (the higher voltage of the two end terminals for a pMOS transistor), we end up with a negative charge on the gate, which induces a positive channel underneath the gate, which allows current to flow. So the pMOS transistor conducts when the gate voltage is low, which we consider to be the logic level for 0 (false). The full names of what is being described are enhancement mode n-channel or p-channel metal-oxide semiconductor field effect transistors (MOSFET). Enhancement mode refers to the fact that we have to create the channel by applying voltage to the gate. (There are also depletion mode transistors that have a channel built in to start with.) Field effect refers to the fact that were using the electric field from the charge at the gate to control things. Metal-oxide semiconductor refers to the fact that were using an oxide to insulate the gate from the rest of the transistor. The two types of transistors are named for the channel: nMOS has an n-channel; pMOS has a p-channel. Cmos There are many ways to make logic gates (not to be confused with the gate of the transistor) out of transistors. What Im showing here is the dominant way that gates are done in digital electronics today, but there are many variations out there. This is called static CMOS logic. Static refers to the fact that there are not clocks involved. CMOS stands for complementary metal-oxide semiconductor. The complementary means we have both nMOS and pMOS transistors. The intuition behind this design style is simple. First, you dont want to have nMOS and pMOS transistors mixed up close to each other, because they need to be created on different types of substrate. So the natural style is to have a bunch of nMOS transistors together that pull the output one way for certain input values, and a bunch of pMOS transistors together that pull the output the other direction for the other input values. It turns out to work better to have the nMOS transistors pull down toward logic 0 and the pMOS transistors pull up toward logic 1. This is both for electrical reasons (nMOS conducts 0 better; pMOS conducts 1 better) and also to make it easy to get inverting gates. The following diagram showing how to make an inverter (a NOT gate): Such that we developed CMOS Technology by combination of Pull-up network of PMOS Transistors and Pull-down network of NMOS Transistors. All the CMOS gates are constructed using as shown below. CMOS Constructed by, PMOS transistors in Pull-up network stage and NMOS transistors in Pull-down network stage. Result of output LOW (0) both the inputs should be same either low or high. We can say EX-OR gate as One or another, but not both. XOR gate is used to develop a binary addition. A combinational circuit which can add only two bits is known as half adder. A full adder is one that adds more than two bits i.e. three bits. Full adder uses two adders in its implementation. In this study full adder is the basic addition employed in all adders. HALF ADDER Half is a basic adder circuit that can perform addition of two bits and gives the output of sum and carry. CHAPTER 2 SERIAL ADDER The process known as serial addition of binary numbers is well known in the digital and units capable of performing such serial binary addition ordinarily comprise a basic portion of more complex computation devices. In the past, such serial adders for binary numbers have employed vacuum tube circuitry for the most part and have accordingly been subject to the disadvantages that they are relatively in large size, fragile in configuration and are subject to operating failures. These factors raise serious questions of disposition of components and problems of maintenance. The present invention serves to obviate the foregoing difficulties and in essence provides a serial adder structure capable of performing full addition of binary numbers. It is accordingly an object of the present invention to provide an improved serial adder for use in digital systems. The main aim of designing the bit serial adder is to perform one bit at a time, using the first bit operation results to influence the processing of subsequent bits. Here in this case the one bit serial adder is designed by using a D-flip flop and full adder. . This circuit has two stages full adder stage for the addition of two bits that are entered serially and second stage is D-flip flop stage which temporarily stores the carry until the next stage is processed. The temporary storage of the carry in the D-flip flop depends on the clock pulse. Its design principle shows how the two inputs entered serially. These two inputs will be added by the full adder along with the carry which was temporarily stored by the flip-flop and gives us the sum output and carry output. This is a practical serial adder that is used to add a stream of two bits addition. First it takes the Least Significant Bits (LSB) in addition. Its block diagram is as shown in the figure. As shown in the above figure the inputs Xi and Yi are serially entered into the full adder along with the temporary carry from the D-flip flop i.e. Ci and gives the carry output Ci+1 and sum output Si. Hence serial adder is simple and because of feedback looping bit delays are expected. It can be constructed with very low cost and it is the perfect adder at low speed operations. As PMOS in parallel and NMOS in series the resultant transition delay at NAND gate is lesser than delay of NOR gate architecture. To make PMOS as fast as NMOS we need enlarge channel and P-regions, but that leads to large silicon layout, and more cost and power wastage. So At same speed NOR is always larger than NAND. So it makes NAND more efficient than NOR. W/L ratio of NAND gate is smaller than NOR gate. If inputs for gates are more then, NAND will be very faster than NOR. So we use sop implementation rather than pos. XOR GATE USING NAND GATES In PMOS holes flow very slowly when compared to the electrons in the NMOS technology. Hence NMOS is faster than PMOS transistor. In NOR gate PMOS transistors are connected in series and in NAND gate PMOS transistors are connected in parallel hence NAND gate is faster than the NOR gate. Now considering another case to make this one bit serial adder little bit faster compared to the normal one bit serial adder the XOR gate is constructed by using the NAND gates which works faster than the normal XOR gate. The reason for constructing this XOR gate is that in the core library we are using to design the entire circuit XOR gate internally contains an OR gate which usually reduces the performance of XOR gate. If we look at the possibilities involved in subtracting one bit number from another, we can quickly see that three of the four possible combinations are easy and straight forward. The fourth one involves a bit more. 0 0 = 0 1 0 = 1 1 1 = 0 0 1 = 1, with a borrow bit. That borrow bit is just like a borrow in decimal subtraction: it subtracts from the next higher order of magnitude in the overall number. The truth table of this sub tractor circuit looks like as shown below. This is an interesting result. The difference, X-Y, is still an exclusive-OR function, just as the sum for addition. The borrow is still an AND function, but is XY instead of XY. Adder/Subtractor logic developed using NAND gate (lower from higher): Addition is adding positive two bits. Subtraction is nothing but an addition where we add one positive bit to another negative bit. That means the second bit will be the positive number with negative polarity. We can convert positive binary to negative binary by its 2s compliment. 2s compliment is nothing but adding 1 bit to the LSB side of 1s compliment. 1s compliment is in any binary code if we swap bits by 1 bit with 0 bit and 0 bit with 1 bit. That is flip the binary code image. 1s compliment can be generated using XOR logic. when we give one pin of XOR gate dedicated to positive as logic 1, and other pin connected to the input binary bit, then output of EXOR will be swapped by 1s with 0s and 0s with 1s. At the same time other advantage is if the dedicated input pin is given logic, then out put will be same as input binary code. Such that in that whole circuit by changing selective pin as 0 logic it works as adder and by changing selective pin as 1 logic it works as subtractors 1s compliment input. Let we consider A + B it is a simple addition, For A B = A + (- B) = A + (B 1s compliment + 1) = A + B 1s compliment + 1 As shown above to find A B we give the full adder inputs as a to A, b to B 1s compliment and finally c in as positive logic 1. Thus adding 2 bits of A And B in this way we get A- B. Above developed subtractor circuit subtracts lower value bit from higher value bit so in 0-1 condition its not valid. The required logic gates and flip flop has been taken from the core library. Once taking all the required components from the core library wiring has been done again using the core library. One wiring has been done the sheet has been saved and done the schematic check. Once the schematic check has been done successfully then the view point has been created. Once view point has been done successfully the circuit has been run for simulation. After having done the simulation successfully the output waveforms has been checked. This output waveforms results the working of the entire circuit design. Once we got the outputs exactly what we are looking for we then go for layout design. This layout design is also done by using the core library which is known as silicon layout. After finishing the layout we will check the overflow of the IC which we will get at the en d of the process. Conclusion: In the project of One Bit Serial Adder we obtained the knowledge about the functionality of adders and developed a fast adder using NAND gate Logic. We even obtain the knowledge about CMOS technology and functionality of IC Gates. As we developed using NAND gate logic implementation the architecture of IC will be much faster and efficient. From the obtained results of Serial adder waveforms and IC design by comparing the theoretical and practical values are verified each other. Such that I can conclude the developed ICs are well functioning in any application era with a delay of 0.5921ns. Finally I concluded that a 1-bit Serial adder is developed in Conventional, NAND gate architecture and Adder/Subtractor architectures IC design and layout of IC design obtained and verified without errors. Functional and Electric Characteristics studied similar to CMOS technology as they developed.

The fight for justice: The Barrett family of Galway The following newspaper clippings concern a Galway Traveller family named Barrett. Perhaps the individuals named Barrett in these stories are not actually related, though taking Traveller marriage customs into account, the likelihood is that they are. What is sure is that they are all Travellers, and on that basis alone they are worth viewing as a piece. Due to their lifestyle, Traveller families remain largely unrecorded by official history records. We receive occasional glimpses of such histories buried in the newspaper columns of court proceedings. We only hear Traveller voices when they are speaking as defendants. The only traces of depreciated minority populations are to be found in such public records, when they are found at all. Such has been the case with the Barrett family. A member of the Barrett family came to public prominence in 1996. Francie Barrett, then nineteen years old, represented Ireland at the Atlanta Olympics. This would seem to offer a happy ending to the sorrowful annals of the Barretts, an end to the prejudice and injustice. Such was not the case. Following is a 1931 account mentioning a man of the name Barrett: â€Å"In No Man’s Land: Galway Squatters to be Evicted† Connacht Tribune 7 Nov. 1931: 7. William Matthews and John Burke, Water-Lane, Galway, brought an action against James Barrett and Patrick Ward for trespass on property at Water-Lane, Galway†¦Burke swore that†¦these two men came along and built ‘shacks’ on it†¦Burke said even if these people paid rent for the place it would not be accepted as the Board of Health served notice on the owners that the premises were unfit for human habitation†¦Barrett swore that he was in occupation of the premises for the last four years†¦Ward†¦had a wife and seven children there and if he went out he had nowhere to go except the side of the road. He was willing to pay rent for the place or buy it. The Justice said he was satisfied these men were trespassers [and fined them]. In this case, two of the most common and numerous Galway Traveller family names, Ward and Barrett, are not even acknowledged as such. The newspaper describes them as squatters, and the court treats them as such. Their ethnic identity is denied by not being referred to, because to do so would problematise their treatment. There is no concern expressed as to the fate of the men and their families, once they have left the property.

Making Headlines At Dawn, the Bird (All NY Times headlines taken from the week of the shuttle crash--the first week of February) I. Possible Damage to the Wing We were watching TV when the bird hit the window and fell to the patio with its wing arched unnaturally beneath it. "Is it possible that it's still alive?" I ask. My father shakes his head. "Well..." he sighs. His face looks pained in the moment that the bird's body thumps against the window and drops to the ground--then it softens to grief. A small pool of blood emerges from beneath its body. I cock my head at the mystery of this bird that mistook our window for air. Your body grows cold already, Texas patio dove. Penguins spend up to seventy-five percent of their lives underwater--even those on display at the aquarium. We watch them dive headfirst into the water like fat arrows, their arms sleek and thick at their sides. Fish, freshly killed and slick like steel, slip down their throats without a word. In Chilean folklore, the penguin is not the only bird unable to fly. The Alicanto is a nocturnal sparrow that feeds on the veins of gold and silver. The weight of the metal is what keeps it from flying. II. Tracking Shuttle, Many Saw Long Trail of Flames Instead The Egyptians' bird of eternal life was what the Greeks would call Phoenix. Did it roost in treetops and cactus arms? Or did it fly, leaving trails of flames across the horizon? Did it scatter its ashes over the earth like the strewn answers to immortality; the clues to rebirth irreparably dispersed like the infinite pieces of a puzzle? I used to fall asleep to locusts. Their plump insect bodies sang a long and unanswered serenade. They lived on the trees outside my window. They left crisp skeleton skins behind them, whose leggings still clung to the bark. I have never seen them land, though I wonder if they do it all at once, or in pieces. If they gather to one tree over time, or if they descend in swarms, settling over the branches like a shroud--a skin of screaming scales. In Carlsbad Caverns, stalactites plunge earthward, stalagmites stretch heavenward. Like tapered tree trunks. Like lava. My voice trickles over the cool of the walls. Here and there, ends meet--a stalactite thinks it has reached the earth, and a stalagmite believes it's in heaven.

Life in the 1920s in Melbourne was much different than the years before

There were drastic changes in Melbourne and also the world. Several changes made were that there is more ways for people to entertain themselves, women started to wear differently, also the form of transport was different. People in the 1920's had many ways to entertain themselves. Several ways they entertained themselves was by watched the football (which was called the VFL because it was only Victorian teams), going to the movies and watching the Melbourne Cup. The VFL is like AFL today but in the 1920's it wasn't Australia wide. Some of the teams that played were Collingwood, Carlton, Geelong, Essendon, South Melbourne, Richmond, St Kilda, Fitzroy and Melbourne. In the 1920's Richmond won the Grand Final that year, Collingwood were the runners up that year. Collingwood lost by 17 points to a crowd of 53,908. The best player during this time was Roy Cazaly; George Bayliss was the leading goal scorer in 1920. Cinemas in Melbourne during the 1920s were in black and white. There was also no sound that was made by the actors. The only sound that they heard was from a piano player that on the side of the screen and played music when it was the right time. Many of the movies seen in the cinemas were from America but there were a couple that were made in Australia. One of the movies shown in cinemas during the 1920's was Soldiers of the Cross; the main characters in this movie were Beatrice Day, Harold Graham. Also in the 1920's the Melbourne Cup was won by a horse named Poitrel, the jokey that was riding him was K.Bracken and the trainer was H.J.Robinson. Erasmus came second and queen comedy came third. Most of the transport in the 1920's was by trains and cars. The trains they had been stream trains which were loud and let out a lot of smoke from their chimneys. Trains only travelled at a few kilometres an hour but were gradually changed to 30km/h during the 1920's. Flinders Station existed during that time and is still used today. Many Australians had cars, it was said that about 500 000 cars were owned in 1929 by Australians. Australia was ranked in the top five nations that owned cars. Most of the cars in Australia were imported from Europe and America but also some were made here in Australia. Most of the cars were run on steam but they began to move towards the petrol cars. Plans were used as a source of transport to go to other countries. Throughout the late 1920's electric trams started to appear in Melbourne Fashion for men and women changed enormously clean-shaven chins became more fashionable than beards and knee-length skirts were high fashion for women. Coats and stoles became fashionable in Melbourne. The ideas of these types of clothing came from the Chinese, Egyptian and the Japanese. Coats were transformed into a more casual which were made from lightweight silks and local fur. They also had coats that had a sensual combination of Chinese, Egyptian and Australian influences.

Early Literacy in Education Essay

Introduction â€Å"Literacy learning has a profound and lasting effect on the social and academic lives of children. Their future educational opportunities and career choices are directly related to literacy ability. Since early childhood is the period when language develops most rapidly, it is imperative that young children are provided with a variety of developmentally appropriate literacy experiences throughout each day, and that the classroom environment is rich with language, both spoken and printed. Early childhood teachers are responsible for both understanding the developmental continuum of language and literacy and for supporting each child’s literacy development. Literacy learning begins at birth and develops rapidly during the preschool period. The main components of literacy—listening, speaking, reading, and writing—should all be encouraged and supported through conversations and activities that are meaningful to the child and that involve adults and peers. Each child’s interest and motivation to engage in literacy-related activities are evident before that child is able to read or write conventionally. Children should be provided with environments that encourage literacy exploration and their emergent reading and writing behaviors should be valued and supported by their teachers. Effective language and literacy programs provide children who do not speak English with opportunities for listening, speaking, reading, and writing in both English and the home language. It is important for the teacher to recognize the need to make modifications in the presentation of vocabulary, directions, storytelling, reading, and other oral language communication when working with children who do not speak English as their home language. These modifications may include the use of visual aids, scaffolding, repetition, rephrasing, and modeling. † (NJ Department of Education, 2009) Gone are the days in which manual labor was the backbone of our society. We are a people living in the information technology age. Everything that is done from brewing your morning cup of coffee to setting your I-pod to wake you up morning and everything in between requires reading. Without reading a person will face great adversity in day to day living let alone success. It is now critical that every child and adult be able to read and comprehend. Over the past ten years, the amount of information that requires one to read, utilize writing skills, problem solving, and critical thinking has grown enormously. Studies have shown that one of the strongest indicators of a child’s success in school is the educational attainment of his or her parents. As you can imagine, this can plainly effect more than the person who is illiterate. This can also be a death sentence of poverty and destitution as the child grows into adulthood just as doors open for the life-long reader. Today we will discuss: what is needed to prepare children to read, the methods used to help recognize phonics and begin the transition into emergent readers, and what can be done to encourage reading in the future. Preparation In order for a child to begin reading parents must begin assisting their child from an early age. â€Å"Every step a child takes toward learning to read leads to another. Bit by bit, the child builds the knowledge that is necessary for being a reader. Over their first 6 years, most children †¢Talk and listen. †¢Listen to stories read aloud. †¢Pretend to read. †¢Learn how to handle books. †¢Learn about print and how it works. †¢Identify letters by name and shape. †¢Identify separate sounds in spoken language. †¢Write with scribbles and drawing. †¢Connect single letters with the sounds they make. †¢Connect what they already know to what they hear read. †¢Predict what comes next in stories and poems. †¢Connect combinations of letters with sounds. †¢Recognize simple words in print. †¢Sum up what a story is about. †¢Write individual letters of the alphabet. †¢Write words. †¢Write simple sentences. †¢Read simple books. †¢Write to communicate. †¢Read simple books. Children can take more than one of these steps at the same time. This list of steps, though, gives you a general idea of how your child will progress toward reading. † (Helping your child become a reader) While these ideas may seem structured, it is also important to allow children to be creative and use their imagination. Although reading is imperative, too many arrangements and rules can turn a child off and lead to feelings of resentment, anger, and resistance. Reading should be set to the tone and pace of the child. Emergent Readers As the standards of education change a consistent factor remains the focus on reading. Early childhood educators must provide an atmosphere that is both developmentally stimulating to the student while also meeting the standards of education. The methods used to help recognize phonics and begin the transition into emergent readers vary from student to student. Without the foundation of phonics research shows that a child will not learn to read. All children must know the alphabet in order to communicate effectively. Phonics cannot be drilled into the child. This will only produce memorization. Instead, educators must understand a child’s individual needs as well as balance. There is no true need to teach phonics as a separate subject. Most children will develop a sense of curiosity from their own knowledge, ideas, and interest. There will of course be a select few that may benefit from a more formal instruction. When children have a reason to know this will provide enthusiasm. For example: The first letter and sound a child typically learns may be his or her own name. A teacher may ask Billy to identify the first letter of his name. â€Å"B† replies Billy. â€Å"What sound does the letter B make? † â€Å"Buh-buh-Billy exclaims the child. Billy is now inspired and driven to want to learn the other sounds the letters make. Parents and teachers must also realize that reading will contrast greatly as children grow. Below is a list that may help each parent as well as teacher: â€Å"Infants †¢Talk, read, and sing to infants–they learn from everything they see and hear even in the first stages of life. †¢Take your baby to the park, zoo, and the store with you. Bring her attention to objects, signs, and people. †¢Always make books a part of your baby’s toy selection, even if he enjoys handling books more than being read to. As your child grows, point out pictures of objects and offer their names. Eventually, your child will be able to name the pictures, too. †¢Encourage associations between symbols and their meaning–as they get closer to toddlerhood, children may begin to recognize familiar signs for products and logos for cereal or fast food restaurants. Toddlers †¢Help toddlers make the transition from baby talk to adult language by repeating their words and expressions correctly without reprimanding them. †¢Let toddlers â€Å"read† their favorite picture books by themselves while you remain close by to comment. Or, pause before a familiar word as you read to your toddler, and let her fill in the missing word. This works especially well with rhymes or repeated refrains. †¢Provide magnetic and block letters to introduce a toddler to the spelling of his name. †¢Before you take your toddler on a new type of outing, read about the events you are about to witness. Talk with your child about the experience, and follow up with further reading to reinforce learning. Preschooler †¢Add new books to your child’s collection, but keep reading old favorites. Your preschooler may know them by heart now–this represents an important step in learning about reading. †¢Continue to take children shopping with you, and let them help identify products with coupons. Let preschool children join in as you follow a recipe. †¢Take books on long trips with you to encourage reading as entertainment. School-age children †¢Continue to read to your child, even if she has learned to read already. Take turns reading pages of your favorite books. †¢Encourage story writing by listening to the stories children tell. †¢Play word games like Scrabble or Boggle with children and introduce them to crossword puzzles. † (NAEYC, 1998) Encouragement â€Å"The first step in teaching a child to read is encouraging them to read. † – Unknown. This is a proven fact in the development of children. A child that is encouraged has no limit on what he or she can achieve. As educators and parents the responsibility begins early. Reading will encourage children to develop a life-long love for learning. If knowledge is power, books are full of it. Why is reading so important to children? â€Å"The Media Awareness Network emphasizes the potentially negative effects watching television can have on kids. This includes increased exposure to violence, sexual content, and adversely affecting a child’s course of development. In addition, watching television teaches children habits that promote a sedentary lifestyle, contributing to childhood obesity. Meanwhile, reading has been proven to enhance a child’s life by assisting cognitive development and helping children build language skills. The United Nations Educational, Scientific and Cultural Organization points out that reading helps children develop a sense of empowerment. It can also help children develop social and communication skills. Furthermore, good reading skills increase educational opportunities and may dramatically increase a child’s chances for academic and lifelong success† (Lendabarker, 2010) There is a vast assortment of options for parents to help encourage reading at home. One of the longest running programs to encourage reading is Pizza Hut’s â€Å"BOOK IT† program. â€Å"This provides an incentive to motivate children to read. BOOK IT! runs every school year from October through March. The teacher sets a reading goal for each child in the class. A tracking chart and reproducibles are included to make it that much easier. As soon as a child meets the monthly reading goal, the teacher gives him or her a Reading Award Certificate. † (Pizza Hut) Flexible BOOK IT! goals are based on reading ability. Number of books, number of pages, or number of minutes – they all work. BOOK IT! can also be used with the reading curriculum or as support for comprehension or intervention programs. For children not reading independently, the goal can be set where a parent or others read to the child. Fun Pizza Hut is proud of all BOOK IT! readers! The restaurant manager and team congratulate every child for meeting the monthly reading goal and reward them with a free, one-topping Personal Pan Pizza, BOOK IT! card and backpack clip. Other ideas to encourage reading include: †¢Make a habit of reading to your child every day, whether she is a one-year-old or a 10-year-old. †¢When your child is able to, have her read to you. You can take turns reading chapters in a simple chapter book, for example. †¢Get a library card for your child. Go to the library every week and take out several books. †¢Be aware of your child’s interests and direct your child to related books. †¢Try to find a series that she really likes and will want to continue reading. †¢Provide a comfortable reading area, with good lighting, in your home. †¢Discuss books with your child. †¢Buy books for your children that are related to their special interests. †¢If your child is a reluctant reader and not reading on grade level, buy her hi/lo books (books with a high interest level, low vocabulary). †¢Talk to your child’s teacher and ask for suggestions. †¢If your child likes incentives and the computer, enroll in an online book group. †¢If your child really enjoys a particular author, check with your librarian about other authors or books she might enjoy. †¢Children also often enjoy the opportunity to read children’s magazines As parents and educators, it is more important to spend time reading with your child on a consistent on-going basis. The method you select is not nearly as important as the time spent actually reading together. Conclusion Show me a child that can read and research will show you a child on his or her way to succeed. Parents, educators, grandparents, aunts, uncles all need to take time to read to a child. All too often parents rush out to buy the latest video game or latest toy. Where is that enthusiasm for the love of reading? How many children even see their parents read? We live in an age where technology surrounds us at every given moment; that does not negate the need to read and to take an active role in the education of children. The research speaks for itself.
